A large part of the Spanish housing stock should ideally undergo rehabilitation to reduce its energy consumption.

According to the latest data from the Population and Housing Census of the National Institute of Statistics (INE), more than half of the buildings in Spain were built before 1980, when there were no regulations on energy efficiency for new buildings.

84.5% of the country’s buildings, however, have E, F or G labels, the lowest in the rating that values efficiency based on energy expenditure. Currently, only 0.3% of real estate in Spain has a class A label. This is relevant because the energy consumption required by the housing stock for heating and cooling, among other benefits, is responsible for approximately 30% of the polluting gases that are emitted into the atmosphere, according to the Institute for Diversification and Energy Saving (IDAE).

For this reason, the Next Generation EU European Fund allocates a line of grants for owners to rehabilitate their homes in pursuit of a more sustainable consumption, as well as for homeowners’ associations to do just that with the buildings. These are the essential actions that promote a reduction in energy expenditure and enhance well-being at home.

How to improve the energy efficiency of buildings.

With the arrival of the Next Generation EU European Fund, it will be possible to rehabilitate buildings on a large scale and faster, since until now the high cost of the reforms slowed down the process. HOW TO USE THE NEXT GENERATION EU EUROPEAN FUND TO REHABILITATE A HOME.

The grant from the Next Generation EU European Fund will be distributed according to the energy savings achieved through the rehabilitation. Citizens will be able to benefit from these programmes through deductions in their Personal Income Tax (IRPF). Taxpayers who access the funds will be able to deduct a percentage of the amounts paid since the entry into force of this regulation and until December 31, 2022 for the works carried out. The Ministry of Transport, Mobility and Urban Agenda, which depends on the department of Housing, has announced that there will be personal income tax deductions on the in three brackets: 20% for at least a 7% reduction in heating and cooling consumption of the housing and the maximum annual base of this deduction shall be 5,000 euros; 40% if the reduction reaches 30%, in which the maximum annual base will be 7,500 euros per year; and 60% if the energy rating becomes class A or B, with a maximum annual base of € 15,000.

On the other hand, the Government has approved a line of guarantees for homeowners’ associations. Guarantees may be granted for an amount of up to 1,100 million euros. There are many homeowners’ associations interested in such rehabilitation, especially of the building facades. However, although the grants have already been regulated, the autonomous regions have to publish the regulatory bases and the management and processing procedure.
